This Electric Generating plant was originally commissioned by Fluor Engineering on behalf of California Electric Co. with the purchase and installation of two (2) 33,000 kW / 13.8 kVA General Electric Steam Turbine Generators. Each turbine generator was supplied operating steam from Dual Fuel (Oil/Gas) Combustion Engineering supplied Boilers with Peabody Burners. Allis-Chalmers and Westinghouse supplied much of the remaining Balance of Plant equipment including feed and circulating pumps, condensers and ancillary equipment.


Two (2) additional 44,000kW/13.8kVA steam turbine generators and another independently operated pair of Combustion Engineering Boilers were later installed alongside the original plant in the late 1950's. Again, each unit operates independently with respective systems, controls, Combustion Engineering Boilers, Peabody Burners, Allis-Chalmers and Westinghouse.


The generating plant with all equipment was shutdown in 2001 and is currently in an active decommissioning phase. The Southern California climate is well suited for the long term storage of this machinery with consistently low relative humidity.


Upon arrival onsite, the plant was visually inspected and all assets found in good overall condition. The turbine generators, at this time, had not been operated in excess of ten years however lubricants and fluids were maintained and a blanket of inert gas was preserved at all times on the
generators.


For reporting purposes, pairs of two of kind turbine generators will be represented: Units 1 & 2 and Units 3 & 4. All supporting data and document images included herein were available at the site in a well kept file storage facility. Heat Balance Flow Diagrams are included in this document as attachments “A” and “B”. Presumably more information is available however due to project and time constraints such supplementary information and data shall be committed to an additional task at a later time.

Turbine Generator Inspections

Summary

Unit’s 1 & 2 are of the same design; Single Flow Condensing Steam Turbine with Hydrogen Cooled Generators, both sets are installed on an outdoor pedestal arrangement. The Turbines Generators Enclosures and Appearance Lagging is all in very good condition with little corrosion if any near the structural foundation connections.  Visual inspection of the Low Pressure Turbine (LP) revealed very little water erosion on the turbine blades and the case, coupling and exhaust hood were all found in good condition.  The Throttle  Control Valves are all in good condition with albeit a film of surface corrosion is present on carbon steel components. The generator stator winding end turns and field coils were visually inspected with an industrial Videoscope and no abnormal conditions were detected.
