The two barges consist of 8 General Electric Frame 5 Model N combustion turbine units each. The barge dimensions are approximately 80 by 200 feet (24 by 61 meters). The barges were commissioned in 1971. The Frame 5N gas turbine generators average approximately 19.3 MW each. The total combined generating capacity of the two barges is 309MW. Each combustion turbine is matched with generator rated at 23 MVA. Each power barge also contains two control rooms, a 13.8 kV step-up transformer, two fuel forwarding skids and a fire suppression system. Given the sixteen gas turbine generators are independently dispatchible with the ability to start in fifteen minutes, the barges provide an ideal load following resource with maximum operating flexibility. The units are also able to start remotely and have a
black-start capability.

The units have been under a conservative maintenance program as required by utility ownership for most of their operating life. Owners have invested significantly in maintenance of the units.   In a May 2011 an independent assessment of the barges concluded that "the gas turbines and support equipment are in good condition.  This is reflected in their high start reliability rate."   An updated technical assessment is being prepared and will be available to buyer for review upon completion.

Preventative maintenance was performed on each unit every 12 to 18 months while combustion inspections and major overhauls are typically performed every 5,000 and 10,000 fired hours respectively. Since 1998, combustion inspections and major overhauls have been conducted on 12 of the 16 units. The units currently have on average approximately 16,000 lifetime fired hours and 3,600 lifetime starts.

Also available for purchase are three fuel barges with 930,000 gallons (3,520,000 liters) of fuel oil storage capacity each.

The fuel barges are routinely serviced by disconnecting them and towing them to a local shipyard where they are drydocked and inspected. Under U.S. Coast Guard regulations, the fuel barges have been required to be inspected on a 30-month cycle.

The units are commissioned to operate on fuel oil only. They currently run on Ultra Low Sulfer Diesel, but historically
have also operated on No. 2 fuel oil. The turbines can also be converted to operate on dual-fuel.  These units can be converted to run on natural gas and #2 diesel in a dual fuel operation.  The units can also be adapted to run on heavy fuel oil (HFO).

The seller can help the buyer arrange for conversion of the units to dual fuel if required and can also work with the final buyer to arrange conversion to 50 Hz, shipment of the equipment to a new site and assistance with installation, operation and maintenance.

There is a possibility of financing through Export-Import Bank of the United States' ("U.S. Ex-Im Bank").
